Support Opportunities
Three incentives and an express permitting program are currently available to eligible businesses and property owners located on 16th Street.​
*Use of funds may be subject to City of Denver Prevailing Wage Requirements. Additional information will be provided at the time of the award.
Eligibility
These grants are intended to promote the activation of groundfloor spaces that directly contribute to the vibrancy and economic vitality of the 16th Street commercial corridor. To submit an application, your business and/or intended location must meet the following criteria (a complete application does not guarantee an award):

Primary business entrance is located on 16th Street between Blake Street and Broadway;

Majority of business operations are located on the groundfloor;

Type of business is customer-facing and will generate foot traffic on 16th Street;

Type of business is engaged in activities that are legal under both Colorado state and federal law.
Enhancement Grant
This grant is intended to enhance the leasability of available ground floor storefronts facing 16th Street by creating spaces that are more attractive to prospective tenants under today’s market conditions.
Business Incentive
The Denver Retail Attraction Incentive Fund was established to attract new retail tenants to 16th Street, reduce retail vacancies, and activate and leverage the significant City of Denver investments in 16th Street.

Express Permitting
The Denver Express Permitting Pilot Program helps new retailers and restaurants in the 16th Street corridor navigate the permitting process, ensuring they can open their doors as quickly as possible. A dedicated review team prioritizes participating projects, and participants will receive hands-on support from an advisor who actively guides the project through every step of the process. Retail and restaurant projects located Between Blake and Broadway on 16th Street or on the sides streets between 15th and 17th are eligible to participate.

Vending Grants
The Downtown Denver Partnership in conjunction with Denver Economic Development and Opportunity have developed 11 grant opportunities for entrepreneurs interested in building, owning, and operating a kiosk or cart on 16th Street. All vendors interested in a grant must review and adhere to the 16th Street Mall Vending Program guidelines.
